In Order to Alleviate the Digital Gap, Africa Needs to Speed Up the Harmonisation of Telecom Regulations

For a decade, the African continent has made a spectacular march by acquiring tools that subserve mobile telephony. Although it remains the world poorest in terms of accessing the Information and Communication Technologies, indeniably, the fast rolling out of mobile telephony services has boosted its chance of moving towards development. But, new generation network tools pose a new challenge to Africa : technology convergence. Indeed, this new concept allows possibilities and services offerings in the industrial economy that is becoming more digitised, liable to leverage economic development for Africa.
However, the observation of the real situation shows that, current electronic communication infrastructures that are used, will not respond to technical standards that the convergence requires. Indeed, higher cost and the lack of new capital inflows could limit the roll out of suitable infrastructures (fiber-optic, micro-waves…).
To mobilise new investors capable of rolling out adequate infrastructures, it advisable to soften applicable regulations by focusing in real competition, regionalising national markets that are too narrow and reinforced regulators autonomy. |
