In response to the difficulties encountered by multilateralism, second generation free-trade agreements (now covering public procurement, etc.) on a bi- or plurilateral basis blossom. The content of such agreements moves, under the influence of changes in the structure of EU value chains towards a major issue: to overrun regulatory barriers (origins of products, etc.). At stake, the potential emergence of a global normative leadership.
